Comic:Forty-Two Plus Nineteen

This comic takes place in the year 10972 (I tried to avoid specifics but then I got an idea so shush) and is about fifteen people, but you don't know all of them yet. If you want to know about them, read the damn comic. But, if you want to know about other sutff, read all of this, just because I'm too lazy to put this shit in the comic.
Anywho, it is a sort-of maybe kinda post-apocalyptic world. It was a horrible situation that had changed the course of history.
First, the new leader of the USA had gotten very power hungry. He began taking other countries by force, going through the planet with frightening speed. They had annexed a good 90% of the planet when some people decided to do something about it.
An un-named group of terrorists had aquired a large amount of nuclear bombs and intended to use them. They launched the missiles all over the world and the USA retaliated. They initiated MAD (Mutually Assured Destruction). MAD was created during the Cold War. It basically states that when country launches a nuclear device at the US with no chance of suvival, we will take them down with us.
Following the nuclear desaster, the world's temperature rose to great levels, due to the large dust clouds. The continents had divided again and mixmatched to a certain degree. The ice caps melted and the world began to tilt, until antarctica was on the equator.
The majority of the survivors remained safe and un-changed. But the few that did not became the parents of a new race, chimeras. An odd species that consists of human DNA and naturally replicated animal DNA. This race of people was not taken kindly to.
A group of people called the ISA had gotten fed up with all of the thing that had happened and decided to take over the world and change it for the good of humanity. They were all neo-anarchists who believed that the more laws, the worse. They blindingly amassed a large amount of people to their cause and swiftly took control of the USA.
The ISA kept the capitalist system because people would be angry if they didn't, but a few thousand years of inflation does something to the money supply. They went around the world and ordered the people of the world to burn 70% of their money, thus keeping the rich rich, and the poor poor.
The ISA had a good system of laws that went something like this:
Any citizen deemed fit by the ISA to hold a gun would be allowed to. This was based on a series of tests, age was not a factor. Any citizen deemed fit to operate a type of vehicle by the ISA would be allowed to. Age again was not a factor. An eye for an eye. A person that attacks an individual may use a level of force that is to the discretion of the ISA. People have the right to kill an individual in self defense without the interference from the ISA.
The other laws arent important, but you get the point.
The world was then separated into two sections, with different laws, all ruled by the ISA. The two sections were called "New World" and "Old World." New World was located on Antarctica and Old World was everywhere else.
